Googlebot isn't indexing our Sitemap

There are 63 links in the Sitemap only two are indexed

I've tried sending some link to the index by "fetch as Google" with no result i.imgur.com/UmUlvYH.png
The robot.txt and html allow any Bot to Crawl, example, Bing has more links than Google, there is a wat to fix this?

P.S. I don't think that this is a duplicate, other questions aren't like my situation: links indexed are only 2, the home and /forums, nothing else
