I'm reviewing a site for a new client, and I found something I've never seen before. There are redirects in their CMS and in their CPanel. Should there be duplicate redirects for the same website, is there a Google penalty?

I have found several articles from 2016 that discuss recent changes in how Google accounts for redirects, but none that address the potential of duplication.

Aside: I'm generally for cleaning up messes like this, but it will be more of a priority for the client, if there is a Google penalty.
