Issue: last 5 sitemaps have over 4000 URLs. Google indexed only 69 pages.

However Google Index Status shows a different number.

site: command shows 2290 results on Google.

What number is correct and why they are all different? Should I worry about it?
It's a multi-site with multiple services and locations. About 20 services for each of 200 locations. So it's 4000 pages for each service and each location. What could possibly cause slow indexation of the website?
