I have a free press release site which i started 11 years ago and has 30K pages from 2006 to 2017. In 2014, the site was hit by panda and penalized and never recovered from algorithmic penalty. This site has organic traffic of 100 uniques per day and rest social media traffic. The site is Google news publisher, it scores well in Google news but not for Web traffic. In 2014 Google slammed press release sites by rolling panda update causing huge drop in rankings.
Now it is 2017 and i am trying to remove low quality, spammy and outdated content pages dating back before 2014 to recover from Panda. I have added noindex meta to all outdated and low quality pages (about 20K). I believe panda is now a core algorithm.

Is there a hope for recovery?
How much time it will take to recover from panda?
To Recover I have removed outdated, low quality content by using noindex meta for about 20K pages, but i am seeing rankings drop and sometimes new pages, does not show up (disappears) in Google web results. I also disavowed bad backlinks in compliance with google webmaster guidelines. We also moved to https about 6 months ago.
