Let's say a Startup develops an app, which is supposed to show some content.

While the developers are working on the app, some back office staff scours the internet for data, and saves that data (usually web links and maybe some meta information). Ideally, there should be a way for designing a review process as well (Jr. Staffer accumulates 100 data points, Sr. Staffer signs off on them after quick scanning).

None of this data needs to be "published" on the Web as HTML. It should be available ideally through an API for orderly migration into a scalable database.

My options to do this right now are: maintain a spreadsheet (collaboration clunky, data extraction clunky) OR host Drupal somewhere and define a custom content type (maintenance overhead, don't really enjoy Drupal).

What are some alternatives? I can't figure out the right Google keywords to find such software. "SaaS Data Management", "hosted data management system", "hosted back office data management" all lead to enterprise-y dead-ends for me. SalesForce Business Process Automation came slightly close to what I need, but only tangentially.
