What I'm trying to accomplish is an image that is transparent and will blur what is behind it. I have tried to have a transparent background and then add a semi transparent white layer and blur that but it ends up only being a white tinted image and not blurred. After trying a few different things I am starting to think what I am trying to do is not possible. I only have photoshop elements, if that makes a difference. Any suggestions for what I could try?
