OK I got it to work this way.

Select Duplicate Brush from Brushes drop down (Toolbutton Underneath the Tools Menu)
You may get an X or you may get a colour dropper icon.
Press the Ctrl button to chose the place the place you want to duplicate from
Now you can brush in the duplicate area.
