Neither one has specific advantages over the other one in terms of "calendar building", although there are a few nifty scripts for InDesign on the web that can do grunt work for you. (There may be similar scripts for Illustrator so that's not a solid plus for InDesign.)

Use the program you are most comfortable with. If you haven't used either, then it's going to be a painful experience no matter what.

InDesign. It has stylesheets for your text (dates, days of the week, month names) and for your tables (the calendar structure itself) and has master-page items that can be used on all pages consistently. illustrator would be fine to make the nice image that goes on the other half of the calendar.
