I have a picture with a rectangular black logo covering the lower part of the photo, yet in the thumbnail preview the logo is not there and I can see the elements hidden behind it.
It appears to be one-layer only.
How can I remove the logo or just view the entire picture?

Several image file formats (including JPEG) allow an embedded thumbnail image. This means that image cataloguing systems, file system previewers, etc., don't need to read the complete image file to generate a preview thumbnail. It also means that the embedded thumbnail image and the full-sized image don't necessarily have to be the same image. It is not uncommon for the low-resolution thumbnail to be a plain image, while the higher-resolution image in the file contains a watermark. (Not only would the watermark not scale down well, the commercial value of the low-resolution thumbnail is usually negligible compared to the larger image.)

That appears to be the case here. In other words, there is no high-resolution version of the image in the file that does not have the "AMD Official Technology Partners" branding. The thumbnail doesn't have the branding because it would be unreadable at thumbnail size, and the resulting mess would discourage looking at the larger version. There is no way to remove the branding stripe; you'd have to find the original image or recontruct the missing details from the low-resolution embedded thumbnail image.
