I live in Europe and in my country there are a lot of applicants every day for the DV Lottery. I need some way to automate my work when adapting the images to the requested format. Basically what I want to automate is to
resize the head to be 50-69 percent of the image and the eye-to-bottom-of-image distance to be 56-69 percent of the image from the bottom.

Take into account that the background is very well-lit and neutral.

It would be of a lot of help if I could find someway to do that.

Note: I am currently using Photoshop CS5 but if needed I could switch to another version of Photoshop. Even third-party software are welcome.
