I'm having a similar issue, but my letterhead had a watermark on both the first and second pages. The first page also has a header and footer. The second and all following pages should only have the watermark.

Currently, if I add text it will flow onto a second page that is a duplicate to the first. I have created the second page how I want it, however the text is not flowing to my created second page.

If I go into the header/footer area and select "Different First Page" my watermark changes locations and it give me another page.

How can I correct my template so that it will be as I'd like?

Yes, that's pretty much how you do it. You create a Section with the front page header/footer, and then the second page is a new Section with a different header/footer. The template which is given to the client is always two pages so that any typing spillover from Section 1 goes to Section 2, and then pages 3–N use the Section 2 header/footer.
