scaling up and down in resolution is done by changing dpi (dots per inch / pixel per inch).
meaning you can print a lot of pixels in one inch or less pixel in one inch. this determines the size of a picture inside your banner.
but it is not in correlation with the size your indesign document.
if you insert pictures you have to check if the resolution is enough.
if you send the printer a proper PDF he can digitally preflight it and check for errors before he prints, and make no mistake about it.. he knows you dont know what your doing so accept his advice :)
