: Do you know of any tools to draw referee signals? not being a designer, I'm struggling with creating images of referee signals for a new sport. I would like to create images like this one:

Take a photo and cartoonize it. You do not need a living model. A lay figure - such as art students use in their elementary practicing - do as well. Add the missing parts from clipart or draw them by yourself.

NOTE: It's anything but trivial to take high quality photos. Without skill and proper equipment they're hopelessly inconsistent and have shadows, highligts and a background that are very difficult to remove.
