The GIMP "alignment tool" always selects the topmost visible layer.

If I have my layers grouped I need to temporarily take out the layer I want to edit outside above the group to be able to edit it.

Is there a workaround that would not require me to move the layer outside?

It has been like that in older versions of GIMP, but is it still true in GIMP 2.8.20 ?
