I'm wondering how can you achieve this look on an image or using it to create abstract objects using the 3d-wireframe effect? Do you have to actually design the object in, for example, C4D, or can you achieve this effect in PS/Ai?

I'm trying to copy the skeleton effect and apply it to data visualization (similar to the hero on this site - the scattered dots) and I'm not sure how this can be achieved or what program to use. I tried to use custom scatter brushes in PS but the process will take ages to finish one small project. Any ideas?
