i have created a email signature with a small logo embedded. Copied and pasted into signature box within Outlook for Mac.

The original is a PNG and larger than the size that is embedded (thinking this would allow the file to be scaled without loss of quality). When i receive the email sig on iPhone if i pinch to scale the email the signature logo pixelates (i.e: it does not scale up at all).

Assume this is because Outlook is embedding the file at the size i scale it to as opposed to the original PNG.

Is there a way to combat the potential of the logo being enlarged on iPhone and mobile devices, without loss of quality?

If I had to guess the iPhone service is automatically compressing the image.

From your comment you said you used Outlook to reduced the size. My suggestion is to use a Photoshop or Gimp to resize the image because it can scale it in a much cleaner way.

I don't have an example handy but if you scale something in Mspaint and then scale the same thing in Photoshop you would see Photoshop would handle it much cleaner. I'm assuming Outlook does not handle scaling as clean as another program might.

Also you might need to consider the shape of your logo. I remember having to this problem myself in outlook and it took some trial and error.
