I want to make interactive graphics for the web that do the following things:

incorporate some video elements, such as a person walking on a transparent background.
have buttons that users can interact with at certain points in the timeline.
have a reasonable file size (Hopefully not huge files).

Should I learn Animate CC or After Effects?
