I have a 2550x3300 image and I resize to 2200x1080
Currently I am uploading images to Resizeimage.net and resizing them, once I do this I click the "white background" feature in option number 4. Reason being is that it resizes my main image, but adds a background to make my main image not be disproportionate. How can I achieve this method in photoshop?

This isn't a proportional resize so to avoid stretching the site looks like it takes the longest dimension, applies what essentially is a crop, and then fills the space with white.
So in Photoshop all you would do is Image > Canvas Size
Enter your dimensions of 2200x1080 and you are done.
Now you'll notice in my example I made elements fall off of the final image. This is just to further illustrate that it is a crop not an image resize that the site is performing.
You can't resize an image proportionally to proportions that don't match.
Wild guess...
Add new layer below all other layers
Choose Edit > Fill and set the options to 100% white.
Click OK
