It can't be a variety of things. There's only one factor that matters to PageRank: links. See en.wikipedia.org/wiki/PageRank for an explanation.


Our site is Wordpress 2.7.


You need to upgrade urgently to the latest version of WordPress (right now we're on 3.1.1). Staying on 2.7 is not a good idea.


Now, what's the best software or company to hire for the backlinks.


Don't do this. The best way to get links is by having content that people find worthy of sharing. Continue to improve the content on your site and make it easy for people to share that content in lots of different ways. Be active on facebook, twitter and other online communities. Ask for links from the sites of your associates or partners.
