As you can see

segment 1 is "33",
segment 2 is "los-angles",
segment 3 is "".

Should I add - character for empty segment or just leave it that way?

Which is better for SEO?
example.com/33/los-angels//united-stated

or
example.com/33/los-angels/-/united-stated
