If the brighter area are in one general area (like at the top of your image) then just add a layer mask and then with the mask icon selected on the layer palette, use your gradient tool to create a vertical gradient going from white down to black. This will fade the transparency of your image so that it's more opaque at the top fading down to more transparent at the bottom.

You can also add an adjustment layer for levels to increase the brightness and then apply a transparency mask to that layer (following the steps above but on the levels layer mask) so that you fade the levels adjustment from strong (at the top) to transparent at the bottom.
