index layers are usually comes with .gif format images and contains certain numbers (256) of color. actually index is color mode of any image and it contains only a single channel that's the reason you can't unlock it. so if you wanna unlock a index layer in photoshop. just go to image>mode>rgb in menu bar or any other mode you wanna work on.

open the index with windows paint and save it as jpg. Then , you can edit it on photoshop as background and process that. I hope that this will help you!
