Your question is a little off topic because it doesn't show what you have tried or where you have become stuck in your design process.

To make a background like this one I would suggest tutorials such as this tutorial for Gimp or this for Photoshop.

The style that you are looking for is grunge and in addition to tutorials there are several resources such as brushes and textures that you can download to help with your poster. Such as this or this. You can download brushes at site such as the ones I just mentioned and there are online tutorials to show you where to save them and how to loa them into the program that you are using. This is an example of one of those tutorials.
