Pictured: Disney Mickey Stencil Font

The banner in the imaged appears to be created using a Cricut stencil cutting font called Disney Mickey Font (hence the picture of the craft project). An image of all the glyphs is available from here:

Closest Match: Silly Sans

The closest replica I was able to find was Silly Sans by Louie Mantia. I was not able to find a download for the font, I suggest you contact Louie for licensing and availability.
