You can not alter the core functionality of any application unless you rewrite the core code structure.
That being posted, there are third party application for most operating systems that will allow you to alter they keyboard shortcut for menu items. So you may find that merely setting the paste shortcut to be applied to paste in place useful. You'd have to do your own research and find a third party application which works with your system.
For my time, in Illustrator, I find just using Command/Ctrl-f or Command/Ctrl-b easier. In fact, they make more sense.. f = front, b = back. So I don't fully understand the "issue" you seem to have with this. "Muscle memory" is a really weak excuse in my eyes, especially since both the f and b keys are adjacent to the v key.
