I'm trying to put together an animation I've drawn out by hand and scanned in, but I can't find a way to paste an image into a new frame on the same layer without creating a new layer.

Does anybody know how to do this?

I think you can't. It's made to avoid past errors.
After a past you can't merge the past layer to the one below.
