Filter > Distort > Polar Coordinates > Rectangular to Polar > OK

Second Option
Drag to a4 size artboard and Transform tool > Rotate 90% clockwise
Transform tool > Make Big
Filter > Distort > Polar Coordinates > Rectangular to Polar > OK
