Why the highest contrast ratio in WCAG is 21:1, not 256:1? Can anyone explain the concept of the formula to me, in laymen's terms?

Does the current guidelines change as we step into the world of wide gamut colors, or they are relative and will stay the same even in different wide gamut standards(DCI-P3/Rec. 2020/ProPhoto RGB)?
