Then why is it asking for crop if canvas resized?

Why should I loose information when I resizing just a canvas?

Is it possible to keep data?

You need the duplicate the layer before do the canvas crop.
Because background doesn't preserve the image.

In order to change the size without loosing pixels you actually have to use the crop tool but deselect the "delete cropped pixels" box:

By default Photoshops removes all information around the image. It's the "classical" PS behavior

If you would like to preserve your cropped areas you can disable "Delete Cropped Pixels" (menu bar) with the Crop tool selected. Using the non-destructive workflow offers additional flexibility. Now, you can change your canvas size, aspect ratio without loosing any information.
