Those are vector graphics. The shapes are stored as mathematical descriptions that can be rendered onscreen or in print at any size. Conceptually, it is less like drawing with a pencil on paper and more like cutting shapes out of construction paper and gluing them together into a design.

You create vector graphics with a digital pen like a Wacom Pen Tablet or Apple Pencil, in combination with software tools like Adobe Illustrator or Autodesk Graphic or many others.

Start with YouTube. There are also online courses and books. You have to figure out what tools you want to use. The biggest mistake that beginners make in vector drawing is using a mouse instead of a pen, which is like jogging in skis. Choose a pen first and then choose software to go with the pen. The software is much less important.
