1) if you double click the pattern swatch square in the swatch palette, it will resize the pattern down to the original size

2) in preference > general > you can select and deselect the "transform pattern tiles" check box

you photo above looks like you actually just have an image of a pattern in a clipping mask.(that is not pattern in illustrator terms, that would be a background image)


to make an image into a pattern, drag the image into the swatch pallete and use that as a fill.
